Start with eligibility
ICA currently accepts PR applications from eligible spouses and unmarried children of Singapore citizens or PRs, aged parents of Singapore citizens, Employment Pass and S Pass holders, qualifying students, and foreign investors applying through the Global Investor Programme.
Eligibility means you may submit an application. It does not indicate how ICA will decide it.
Apply when the record is ready to be assessed
ICA publishes the factors it considers: family ties to Singaporeans, economic contributions, qualifications, age, family profile, length of residency, ability to integrate and commitment to sinking roots.
Consider applying when your important records are current, available and consistent. A stable employment record, complete family information and the required supporting documents make the application easier to prepare accurately.
Waiting may be sensible when a material change is underway. Examples include starting a new job, waiting for required documents, correcting inconsistencies, or allowing a recent change in family circumstances to be properly documented. These are practical preparation considerations, not ICA rules or guaranteed ways to improve an outcome.
Do not wait for a secret threshold
ICA does not publish a minimum salary, required number of years in Singapore or points score for PR approval. Waiting simply to reach an unofficial number found online is not a reliable strategy.
The useful question is whether waiting will produce meaningful new evidence. If nothing in the profile or documents will change, delay alone may add little.
Allow time for documents
ICA's checklist may require identification, civil-status, education and employment records. Documents not in English require an official translation accepted by ICA. Self-employed applicants may need current business registration and financial statements.
ICA states that PR applications will be processed within six months when all required documents are submitted and in order, although some applications may take longer. This period begins after submission.
